2019 Regulations of HCM Program

 

Regulations of Health Care Program, Department of Business Management,

National Sun Yat-sen University

*These regulations are translated from the Chinese version of 《國立中山大學企業管理學系醫務管理博士班規則108學年度入學適用》. In the event of any conflict or inconsistency between the English version and Chinese version, the Chinese version shall prevail.

ADMISSION PROCEDURE

1. Eligibility

Those who graduated from a public or private university or a foreign university approved by the Ministry of Education, obtained a master's degree; or equivalent to a doctoral program in the university, have passed the entrance examination of the doctoral program of our institute can enter our doctoral program.

2. Entrance examination

  1. The initial test is [review]. The examination results account for 50% of the total scores in the entrance examination. The examination items are:

1. Master's thesis, other works, award-winning honors or certificates:

(1) Fresh graduates’ Master's thesis can be replaced by the first draft after receiving the permit of the thesis advisor.

(2) Applicants with equivalent academic ability or no master's thesis, please upload works equivalent to the master's thesis

(3) If you have graduated from the medical department of a university, you must have a bachelor's degree in medicine and been trained as a Clinical Specialist Resident for more than three years in a teaching hospital approved by the Ministry of Education. Please provide proof of work

2.Academic transcripts of bachelor and master's programs

3.Plan of medical management

4.(Posted) Two letters of recommendation

  1. The re-examination is [Interview], and the interview score accounts for 50% of the total score in the entrance examination.
  2. The admission standard is to compare the total scores; if the total scores are the same, they will be admitted in the order of [interview] scores.

3.The department should establish a doctoral degree enrollment committee, with the director serving as the convener, and assigning more than five full-time professors, associate professors, and assistant professors to be responsible for review and oral examination questions and scoring matters.

LENGTH OF STUDY AND CREDITS

4. Period of Study

The duration of study is from three to seven years.

5. Graduation Credits Requirements

Students should earn at least 41 credits before graduation. (6 credits for dissertation are not included)

Courses and Subject Tests

6. Graduation Credits Requirements

     (1)  Completion of the following common compulsory courses, total of 15 credits:

  1. Advanced organization and management theory
  2. Advanced statistical analysis I
  3. Advanced statistical analysis II
  4. Advanced Health care management research methods
  5. Advanced medical economy  

(2) A common compulsory course committee composed of related professors, associate professors, and assistant professors will review the syllabus of the above-mentioned courses.

(3) Remedial basic courses (three from six) (not included in graduation credits)

      A. Production and Operations Management

      B. Marketing Management

      C. Human Resource Management

      D. Financial Management

      E. Management of Information Systems

      F. Strategic Management

The above courses can be submitted to the department curriculum committee for credit in accordance with the relevant principles of the "National Sun Yat-sen University's Measures for Student Credit Exemption"

(4) Completion of language courses

Completion of the business English courses of the master's program offered by the department (including the master's credit class of the department), this language course Not included in the graduation credits. If you pass the English threshold established by the department (such as remarks), you can deduct the study of this course. [Remarks: The English threshold of the Department of Business Management is (1) IBT TOEFL score of 80 points or more (The computerized TOEFL score is 213 or more, and the old paper system is 550 or more), TOEIC score 750 points or more, or IELTS scores of 6.5 or more; (2) Those who have obtained the Bachelor's degree in English speaking country or above are not limited to this]

7. Elective courses and qualifying examination

   (1)Courses:

  1.  Elective courses need to choose at least 5 courses with a total of 15 credits.
  2.  Compulsory electives [Special Seminar on Health Care Management (1) (2) (3) (4)] 4 courses, 8 credits in total.
  3.  Overseas study/visiting course, 3 credits.
  4.  Dissertation, 6 credits.

(2)Examination:

  1. Graduate students can apply for the qualification examination after completing the common compulsory courses and two elective courses.
  2. Graduate students must pass the English threshold of the department, and pass the specialized field courses (determined by the instructor) and the qualification examination of research methods. The examination questions and scoring committee members are jointly negotiated by the Ph.D. Program Committee and the advisor.
  3. The Qualifying Examination is held once every year. Students who fail are allowed to retake the examination once. In case of a second failure, students will be dismissed from Health Care Program.
  4. Students who are unable to take the Qualifying Examination within five years after starting the program will be dismissed from the Health Care Program.
  5. Students who pass the Qualifying Examination and meet the regulations of Implementation Bylaws for Ph.D. and Master Degree Examination are eligible to be proposed doctoral candidacy by the Head of the Department of Business Management.

8. Ph.D. Program Committee

The Ph.D. Program Committee is composed of the coordinator of the class as the convener, and the convener and the director elect five to seven members of the committee

Thesis guidance

9. formation of thesis advisor and the Dissertation Board

After passing the qualifying examination, the Doctor Dissertation Advisory Board can be formed after consulting with the Head of the Department. The Dissertation Advisory Board is basically consistent of 3 members and the advisor as the convener.

10. Advisor to the Doctoral Dissertation

(1) The advisor in principle shall be at least an assistant professor, and meet the qualifications of the degree-granting law degree examination committee, at least one of whom is a full-time professor, associate professor or assistant professor of the department. The topic of doctoral dissertation shall be approved by the Doctoral Dissertation Advisory Board. A professor invited from other universities can be co-advisor but should be approved by the Head of the department.

(2) Thesis committee members are professors, associate professors or assistant professors

(3) Ph.D. students are required to sign up one advisor before the beginning of the first semester of their second year of study.

(4) A dissertation advisor can only take two PhD students per year as advised.

11. Study Abroad

A Ph.D. student can apply for one-year study abroad for his/her dissertation. The course credits he/she undertook at the foreign university should be complied with National Sun Yat-sen University Guidelines for the Study and Enrollment Status of Student Going Abroad.

12. Research Proposal (After passing the Qualifying Examination)

Every Ph.D. candidate should conduct a seminar for his/her research proposal to his/her doctoral dissertation advisory board. The proposal should include research background, research purpose, research methodologies, conceptual framework, and bibliographies.

13. The Change of Dissertation Topic or Advisor

A Ph.D. student can apply to the Ph.D. Program Committee to change his/her dissertation topic or advisor under the following circumstances:

(1) Unmanageable difficulty in accomplishing research goal due to the lack of research resources

(2) A Ph.D. student who is unable to complete his/her research due to his/her advisor’s absences.

(3) Other rightful reasons

14.Termination

The advisor can terminate the advisory of doctoral dissertation upon the approval of the Head of the department under the following circumstances:

(1) A Ph.D. student does not comply with his/her advisor’s direction of either course-selection or research

(2) A Ph.D. student does not contact with his/her advisor for a period of time without rightful reasons

(3) The student may terminate the thesis guidance based on the research direction or personal needs, with the consent of the original instructor. If the original advisory professor is not approved, the student can apply for termination of the thesis instruction after one year, and it will automatically take effect.

15. Qualification for applying for doctoral thesis degree examination

The graduate student's thesis research score must reach 200 points. The scores for each thesis are calculated as shown in the table below:

  1. TWO (published or accepted) papers related to the Ph.D. candidate’s dissertation topic in a SSCI/SCI/TSSCI/AHCI journal or Journal level must be A- or above in accordance with the Ministry of Science and Technology. Attaching a certificate application, calculated at 200 points. If the paper is co-authored by the Ph.D. candidate and his/her classmates, the points shall be distributed by advisor. Every student author must sign their names on the distribution form and submit it to the department for records. The paper must be co-authored with the Ph.D. candidate’s advisor.
  2. Ranked in the top 10% of Journal Citation Reports (JCR) (including those who have been accepted), one paper related to the subject of the doctoral dissertation, and a certificate application attached, it is calculated based on 200 points. The scoring and distribution of the above-mentioned publishers will be assigned by the advisory professor list and sent to the department for checking, and must be published together with the advisory professor. (Note: The above journals are identified as the basis for review at the time of the first submission.

Have ONE paper presented by the Ph.D. candidate in any languages except Chinese at an international conference with peer-review system. The paper must be related to his/her dissertation topic.

Choose EITHER ONE of the following conditions to fulfill:

  • Propose and participate in the industry-university cooperative research projects offered by MOST or governmental units
  • Propose and participate in the commissioned industry-university cooperative research projects of non-governmental units (enterprises and cooperation) approved by Office of Industrial Collaboration and Continuing Education Affairs, NSYSU.

Conditions not mentioned above shall be proposed to the Ph.D. Program committee for approval.

  1. Integrity: (Appendix)A Ph.D. candidate’s publication record must be complied with the following standards: One journal paper can only be ONE Ph.D. candidate’s application credential for Type A or Type B’s basic requirement. Journal paper declared as Type A cannot be other Ph.D. candidate’s application credential for Type B’s basic requirement.
  2. Transparency: A Ph.D. candidate should submit his/her publication record to Ph.D. Program coordinator and Chair for examination. The co-presenters also need to be informed of the record.

2. A Ph.D. candidate must present his/her research at least ONCE at “Seminar in Business Management” courses offered by Ph.D. Program.

3. A Ph.D. student must take four seminar courses, “Seminar in Business Management I”, “Seminar in Business Management II”, “Seminar in Business Management III” and “Seminar in Business Management I” “Seminar in Business Management IV” before his/her application for Ph.D. Degree Examination.

4. A Ph.D. candidate must take “Academic Research Ethics” course offered by the university before his/her application for Ph.D. Degree Examination.

16. Procedure for Preliminary Examination

Students who pass the preliminary examination should prepare a copy of the doctoral dissertation and summary and a recommendation letter from the advisor, and should be submitted to the department for review. After the department’s review meets the requirements, the dissertation and summary, examination method, time and location, and the approved list of members for the doctoral dissertation degree examination shall be sent to the department. After the Office of Academic Affairs has verified that it is correct, the principal will select and hire, and the Office of Academic Affairs shall notify the institute to handle matters related to the doctoral dissertation degree examination.

17. Ph.D. Degree Examination Committee

1. The Ph.D. Degree Examination Committee is comprised of 5 to 9 members with at least 1/3 of the members invited from another university. The committee coordinator is appointed by the Head of the department.

2. The qualifications of Ph.D. Degree Examination committee members are defined by Ministry of Education.

18. Ph.D. Degree Examination

The final score of Ph.D. Degree Examination is graded anonymously by the committee members; but if 1/3 of the members or beyond grade “Fail”, then s/he fails the Examination. If a PhD candidate failed the degree examination and has not yet reached their maximum study period, they may retake the examination application in the following semester or academic year. Only one resit is allowed; if they fail to pass the examination upon resit then they should be dismissed from the Ph.D. Program.

19. Ph.D. Degree

A Ph.D. candidate who passes Ph.D. Degree Examination will be conferred the Degree of Doctor of Philosophy. The graduation grade is the average of their academic performance over previous years and their degree examination result.

20. Guidelines and Modifications

This regulation was formulated in accordance with the “Degree Conferral Law”, its implementation bylaws and the “Academic Regulations” of the university.

This regulation shall be revised according to the modifications of previous rules, articles, and related laws.

This regulation shall be revised by Department Council according to meet the needs of teaching, research, and academic development.

   Article 21 Supplementary Provisions

This rule shall be implemented after being approved by the department meeting and the college affairs meeting and submitted to the principal for approval. The revision is also the same. (There are 21 articles in this rule, and the following are blank)
